Kathleen J. Noce, D.Ed., MBA
Director

Dr. Kathleen Noce is a Teaching Professor of Management Information Systems at Penn State Behrend and the Director of Partnership Erie. She also serves as the Disciplinary Lead of the Management Information Systems department and is a University Senator. She established Partnership Erie in 2001.

Dr. Noce’s work focuses on the integration of technology in education and on helping underserved populations, through education and the integration of technology tools. Much of this is achieved within organizations that serve various needs in the community. She provides technology curriculum development, training, and mentoring to nonprofit organizations and their constituents.

Dr. Noce earned a doctorate degree in Educational Leadership and Administration emphasizing technology integration. She also holds a master’s degree in Business Administration, as well as a Bachelor’s degree in Economics and Computer Science. Dr. Noce is extremely active in the community, participating on numerous boards and volunteering in various capacities.

Her research interests include Internet issues related to marketing, social concerns and cybersecurity, information systems, and technological leadership. Her teaching interests are in management information systems, implementation, security, and leadership. Dr. Noce has previous industry experience in systems analysis and design in the financial sector and information technology management. She has consulting and teaching experience with a number of organizations both industry and nonprofit community.

Kaylyn Wheeler
Prior Graduate Assistant

Kaylyn Wheeler is the previous Graduate Assistant for Partnership Erie. She is pursing her MBA at Penn State Behrend with an expected graduation of Summer 2022. Previously she attended Penn State Behrend and earned a Bachelor’s degree in Digital Media, Arts, & Technology and a Minor in Accounting. Her hobbies outside of work include photography and video gaming.  

She previously served as an intern with Partnership Erie from Fall 2021 – Fall 2022, before starting as the Graduate Assistant.

Samuel Andrew
Graduate Assistant In Training

Samuel is a future graduate of Penn State Erie the Behrend College with a major in Digital Media, Arts, and Technology while minoring in Management of Information Systems. During his tenure at Penn State, Sam has worked as a Night Building Assistant, Behrend Open Lab for Digital Creations (BOLD-C) Operations, Student Leadership and Involvement Summer Intern, and worked on building websites for non-profits through Behrend’s ITC Program. Outside of the classroom, Sam has served as Behrend Benefitting THON’s Special Events Chair, President of BOLD Media group, a Leader at Behrend’s Welcome Week, and been a member of Volleyball Club S.A.V.E and Student Faculty Fee committee. 

During his time at Behrend, he has worked to build websites for the Erie Multicultural Community Resource Center and Grace Leadership Institute. In addition to website design, Sam works Operation for BOLD-C where he has worked with Erie production companies to lend film equipment and provide student learning opportunities on the sets of award-winning local short film productions such as Alexander the Brain and Blinded.

Ryan Scott
Intern

Ryan is an Erie-native studying Management Information Systems under the Schreyer Honors College at Penn State Behrend currently focusing on the data analytics track. Since arriving on campus, he has been an active member of the business and honors programs, created websites for several non-profit organizations through Partnership Erie, and participated in undergraduate research focused on social media and network analysis. He has interned with PPG, a Pittsburgh-based Fortune 300 manufacturing company, as a business analyst where he led an agile team in rolling out the organization’s most complex rapid application to date.  In the future, he looks to enter the data analytics field to empower businesses to make data-driven decisions to streamline existing and new processes.

Bradley Schommer
Intern

Brad Schommer is an upcoming senior at Penn State Behrend studying Management Information Systems. This summer he is working as an intern for Partnership Erie. Through the MIS 387 class, Dr. Noce introduced Brad to web development and he wanted to continue this new found interest through Partnership Erie.
